In January 2026, PAGCOR set a lower 15% rate for sports betting operators and a 30% rate for virtual sports.
These rates are the share of an operator’s gaming revenue paid to PAGCOR. A lower rate is meant to make the licensed market more attractive to operators.
For comparison, since 1 January 2025 PAGCOR has charged integrated resorts 25% on their online gaming revenue, and other land-based operators 30%.
For players, licensed operators are the ones that PAGCOR supervises, whatever rate they pay.
