About half of online gaming sites used in the Philippines are illegal, says PAGCOR chief

Half of sites are illegal: cover picture for this story

Around half of the online gaming sites accessed in the Philippines are illegal, PAGCOR Chairman and CEO Alejandro Tengco said in August 2026, while announcing an app to help players find licensed platforms.

Illegal sites are not supervised by PAGCOR. That means no regulator checks their games, their payouts or how they handle your money and personal data.

To check a site today, use PAGCOR Guarantee at pagcorguarantee.ph, the official verification site launched in June 2025.

Warning signs of an unlicensed site include no licence details, pressure to deposit quickly, and offers that sound too good to be true.

Key points

  • Tengco’s estimate: about 50% of sites accessed in the Philippines are illegal.
  • Check an operator at pagcorguarantee.ph before you sign up.
  • Only adults 21 and over may play at licensed PH platforms.
