One year of the Anti-POGO Act: what RA 12312 bans

Anti-POGO Act, one year on: cover picture for this story

The Anti-POGO Act, Republic Act 12312, was signed by President Marcos on 23 October 2025 and published on 29 October 2025. It made the ban on Philippine offshore gaming operators (POGOs) permanent.

The law turned the November 2024 executive order banning POGOs into a statute. It repealed the 2021 law that had legalised and taxed POGOs, and it cancelled all POGO licences for good.

It bans offshore gaming in the Philippines, accepting bets for offshore gaming, acting as a POGO content or service provider, running a POGO hub, and using POGO gaming equipment.

POGOs served players outside the Philippines. PAGCOR has since focused on licensing domestic online gaming, which is the kind open to players in the country.

Key points

  • Signed: 23 October 2025; published: 29 October 2025.
  • POGO licences are permanently cancelled.
